APPROVATE LE VARIAZIONI DI BILANCIO E IL CONSOLIDATO
Via libera alle assunzioni dei trimestralisti e di altro personale.
Si torna in aula già lunedì prossimo
Proficua e importante seduta, ieri pomeriggio del Consiglio comunale di Marsala. L’Assise civica ha approvato oltre che le Variazioni di Bilancio anche il Consolidato 2018. Sono questi due atti, peraltro dichiarati immediatamente esecutivi, molto importanti che consentiranno di assumere alcuni lavoratori trimestralisti e altro personale a tempo determinato. Nel corso dei lavori sono state anche votate e approvate all’unanimità tre mozioni riguardanti l’aumento del fondo per la promozione turistica, il regolare funzionamento della mensa scolastica fino al 31 dicembre e la normalizzazione del servizio scuolabus. Secondo quanto stabilito nella riunione dei capigruppo consiliari il consiglio tornerà a riunirsi già lunedì prossimo, 2 dicembre, e ancora nei giorni 16,18,19 e occorrendo anche il 23 dicembre. Nel corso dei lavori si è discusso anche della chiusura per domenica prossima del Municipale.

Inizio Lavori – Ore 17,40 – Presenti 17/30
Il Presidente Enzo Sturiano fa presente che è stato formulata una mozione al posto di un emendamento per quel che attiene le variazioni di bilancio e per garantire i fondi per la promozione turistica.
Il vice Presidente Arturo Galfano comunica che il Consiglio comunale negli anni passati ha messo a disposizione alcune somme per il recupero di edicole votive. Precisa che i lavori sono iniziati e vengono effettuati da personale specializzato incaricato della Sovrintendenza. Fa presente che nell’edicola di via XIX Luglio – angolo via Calogero Isgrò è stata ritrovata una statua sacra della Madonna della Cava risalente al ‘700. Enuncia gli impegni del Consiglio in favore del patrimonio culturale.
Il Presidente Enzo Sturiano comunica all’aula di una manifestazione indetta per fermare l’emigrazione dei giovani siciliani verso il nord. Dà lettura del documento. E preannuncia un incontro che si terrà venerdì prossimo 6 dicembre proprio a Sala delle Lapidi.
Il consigliere Daniele Nuccio si dichiara d’accordo e comunica che ciò va in direzione di quanto stabilito dal Consiglio comunale stesso.
Il Presidente Enzo Sturiano solleva il problema della chiusura per domenica prossima dello Stadio Municipale. Ciò comporterà che il Marsala dovrà giocare a porte chiuse la gara interna contro la Cittanovese. Indice quindi una conferenza dei capigruppo e sospende la seduta in attesa dell’arrivo in aula del vice Sindaco.

Ripresa lavori – ore 18,25 – Presenti 19/30
Il Presidente Sturiano aggiorna i lavori a lunedì 2 dicembre alle ore 16,30 e auspica la presenza del Sindaco per dare spazio alle interrogazioni. Altre sedute sono state preventivate per il 16,18,19 dicembre e se occorre anche per il 23.
E’ presente in aula il vice Sindaco Agostino Licari.
Il Presidente fa presente che diverse opere inserite nel piano triennale delle opere pubbliche, malgrado le somme messe dal Consiglio, potrebbero non essere realizzate.
Il Vice Sindaco Licari si dichiara dispiaciuto per la chiusura dello Stadio e preannuncia di chiedere una relazione tecnica al responsabile della struttura. Se dovessero essere accertate responsabilità verranno presi i dovuti provvedimenti. Si scusa con la città e chi ha sbagliato dovrà pagare per la negligenza di non avere messo lo stadio nelle condizioni di potere ospitare le gare interne del Marsala calcio. La chiusura dello Stadio intacca l’immagine della città.
Il Presidente Sturiano fa la cronistoria dei lavori allo stadio.
Il consigliere Michele Gandolfo non giudica sufficiente la dichiarazione del vice Sindaco. Precisa che secondo lui l’Amministrazione è inadempiente perche sapeva della scadenza dei 90 giorni per soddisfare alle carenze evidenziate nel precedente verbale della Commissione prefettizia. Preannuncia un’indagine sull’esecuzione dei lavori pubblici in Città. Chiede notizie sulla casa di Riposo.
Il vice Sindaco Licari ribadisce che chiederà una relazione dettagliata su quanto è accaduto per lo Stadio. Fa presente che nel settore servizi sociali sono state effettuate diverse rotazioni di personale e che l’Amministrazione opera nella piena trasparenza. Sulla “Giovanni XXIII” si sta valutando di affidarla ad una Cooperativa che prenderebbe in carica il personale in atto senza lavoro. In ogni caso tutto verrà fatto nei termini di legge e nel pieno rispetto delle regole.
Il Presidente Sturiano fa presente che relativamente alle variazioni di bilancio al posto di un emendamento viene proposto una mozione e ne dà lettura (500 milioni per la promozione turistica). Copia dell’emendamento si allega al presente comunicato. La mozione è sottoscritta all’unanimità dei Consiglieri presenti aula ed è frutto di quanto emerso in fase dibattimentale.

La consigliera Ginetta Ingrassia lamenta che molti ragazzi non vanno a scuola per il non perfetto funzionamento del servizio scuolabus. Chiede che vengano individuate le giuste somme per garantire il servizio in maniera ottimale.
Il Vice Sindaco Licari condivide la mozione sull’impinguamento fondi per potenziare la promozione turistica cosa che verrà fatta assieme agli altri Comuni. Dichiara di condividere le altre due mozioni su refezione scolastica e scuolabus. Fa presente che si sta facendo di tutto per non perdere il finanziamento di 400 mila euro per l’Istituzione Marsala Schola. Sul servizio scuolabus precisa che si sta procedendo alla gara con la ditta aggiudicataria che potrà prendere a nolo altri mezzi.
Il vice Presidente Galfano motiva l’assenza dal voto perché coerente con la sua precedente decisione sulla mancata presenza del Sindaco in aula.
